style=\"font-weight: 400;\">La relance \u00e9conomique post-pand\u00e9mie a pr\u00e9sent\u00e9 \u00e0 la fois une opportunit\u00e9 et un d\u00e9fi : investir massivement dans la r\u00e9novation \u00e9nerg\u00e9tique pouvait soutenir la reprise \u00e9conomique, mais ces projets demandent g\u00e9n\u00e9ralement des mois voire des ann\u00e9es de planification, ce qui risquait de ralentir l\u2019injection des capitaux impliqu\u00e9s. Pour guider nos recommandations pour la relance \u00e9conomique, nous avons organis\u00e9 trois tables rondes pour demander \u00e0 des gestionnaires immobiliers publics et priv\u00e9s o\u00f9 (et comment) des subventions pourraient mener \u00e0 des projets additionnels dans l\u2019ann\u00e9e en cours. Nous avons \u00e9galement dress\u00e9 un inventaire de comp\u00e9tences \u00e9mergentes particuli\u00e8res aux r\u00e9novations majeures et propos\u00e9 des\u00a0<a href=\"https:\/\/www.pembina.org\/pub\/deep-retrofit-skills-training\" target=\"_blank\" rel=\"noopener noreferrer\">strat\u00e9gies pour offrir aux contracteurs des formations de perfectionnement<\/a>\u00a0sur ces sujets pendant la pand\u00e9mie.<\/p>\n<p style=\"font-weight: 400;\"><strong>R\u00e9sultats<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\">Nous avons condens\u00e9 les conclusions du rapport\u00a0<em>Renovation Wave<\/em>\u00a0et les informations issues des r\u00e9unions avec ministres et hauts fonctionnaires en un ensemble de\u00a0<a href=\"https:\/\/www.pembina.org\/reports\/cgbs-short-paper-r2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">recommandations pour la Strat\u00e9gie canadienne pour les b\u00e2timents verts<\/a><\/li>\n<li style=\"font-weight: 400;\">Le rapport\u00a0<em>Renovation Wave<\/em>, ainsi que les quatre ann\u00e9es de plaidoyer qui l&#8217;ont accompagn\u00e9, ont permis de faire avancer les choses : nous avons vu le gouvernement f\u00e9d\u00e9ral revenir au financement de la r\u00e9novation des logements et des b\u00e2timents commerciaux \u00e0 une \u00e9chelle qui n\u2019avait pas \u00e9t\u00e9 vue depuis la derni\u00e8re d\u00e9cennie.*<\/li>\n<li style=\"font-weight: 400;\">Notre \u00e9valuation des politiques avanc\u00e9es par le gouvernement f\u00e9d\u00e9ral a montr\u00e9 qu&#8217;il fallait en faire davantage. La\u00a0<a href=\"https:\/\/natural-resources.canada.ca\/energy-efficiency\/building-energy-efficiency\/canada-green-buildings-strategy-transforming-canada-s-buildings-sector-net-zero-resilient-future#a7\" target=\"_blank\" rel=\"noopener noreferrer\">Strat\u00e9gie Canadienne pour les b\u00e2timents verts<\/a>, enfin publi\u00e9e en 2024, a r\u00e9annonc\u00e9 les nombreuses politiques mises de l&#8217;avant depuis le d\u00e9but du mandat Lib\u00e9ral, mais n\u2019a pas ajout\u00e9 beaucoup d\u2019eau au moulin. Du c\u00f4t\u00e9 du financement, il s\u2019agissait principalement d\u2019un r\u00e9capitulatif des investissements r\u00e9alis\u00e9s depuis la pand\u00e9mie* ; du c\u00f4t\u00e9 des politiques, la\u00a0<a href=\"https:\/\/natural-resources.canada.ca\/energy-efficiency\/building-energy-efficiency\/canada-green-buildings-strategy-transforming-canada-s-buildings-sector-net-zero-resilient-future#a7\" target=\"_blank\" rel=\"noopener noreferrer\">section d\u00e9di\u00e9e aux actions du gouvernement f\u00e9d\u00e9ral<\/a>\u00a0ne comprend que 13 nouvelles actions, dont la plupart sont ax\u00e9es sur la stimulation de la construction de logements. Seules quatre actions visent les b\u00e2timents existants, et elles sont plut\u00f4t modestes en termes d\u2019ambition et de port\u00e9e. Le travail substantiel, tant au niveau du financement que des r\u00e9gulations, a de nouveau \u00e9t\u00e9 report\u00e9 \u00e0 plus tard.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">*Les investissements r\u00e9alis\u00e9s depuis l&#8217;\u00e9lection pr\u00e9c\u00e9dente comprenaient : 2 milliards de dollars pour financer des\u00a0<a href=\"https:\/\/publications.gc.ca\/collections\/collection_2023\/cib-bic\/CC11-4-2020-eng.pdf#page=11\" target=\"_blank\" rel=\"noopener noreferrer\">r\u00e9novations commerciales par l&#8217;interm\u00e9diaire de la Banque canadienne de l&#8217;infrastructure<\/a>\u00a0(2020) ; 2,6 milliards de dollars sur sept ans pour l&#8217;<a href=\"https:\/\/natural-resources.canada.ca\/energy-efficiency\/home-energy-efficiency\/canada-greener-homes-initiative\/canada-greener-homes-grant\" target=\"_blank\" rel=\"noopener noreferrer\">am\u00e9lioration de l&#8217;efficacit\u00e9 \u00e9nerg\u00e9tique des maisons<\/a>\u00a0(2021) ; 4,4 milliards de dollars sur cinq ans pour des\u00a0<a href=\"https:\/\/natural-resources.canada.ca\/energy-efficiency\/home-energy-efficiency\/canada-greener-homes-initiative\/canada-greener-homes-loan\" target=\"_blank\" rel=\"noopener rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/bc-green-building-jobs-2021-12.pdf#page=7\">analys\u00e9 les programmes d&#8217;incitation<\/a>\u00a0qui ont \u00e9t\u00e9 lanc\u00e9s ensuite par le gouvernement provincial et la compagnie d\u2019\u00e9lectricit\u00e9 et de gaz, montrant que, bien que positifs, ils n\u2019\u00e9taient pas encore \u00e0 une \u00e9chelle efficacit\u00e9 inf\u00e9rieure \u00e0 100 % (c&#8217;est-\u00e0-dire que seules les pompes \u00e0 chaleur restent sur le march\u00e9) ; cependant, pour atteindre les objectifs, nous (et le\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/environment\/climate-change\/action\/clp\/clt-recommendations-to-government_final.pdf#page=13\">comit\u00e9 noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/passive-house-report-2016.pdf#page=24\">Passivhaus<\/a>: une m\u00e9thode de construction haute performance qui \u00e9limine essentiellement les pertes de chaleur).<\/p>\n<p style=\"font-weight: 400;\">\u00a0Nous avons men\u00e9 des entretiens avec des praticiens pour\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/near-zero-energy-buildings-barriers-and-solutions.pdf\">identifier les obstacles<\/a>, fournir un aper\u00e7u des\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/passive-house-research-policies.pdf\">politiques de soutien<\/a>\u00a0et\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/passive-house-report-2016.pdf#page=14\">recenser le nombre de projets<\/a>\u00a0de maisons passives en d\u00e9veloppement \u00e0 travers l\u2019Am\u00e9rique du Nord. Cela a montr\u00e9 qu&#8217;il y avait plus d&#8217;unit\u00e9s de maisons passives en d\u00e9veloppement en 2016 que celles construites au cours des dix ann\u00e9es pr\u00e9c\u00e9dentes combin\u00e9es. Les praticiens ont mis en lumi\u00e8re comment certaines politiques publiques avaient acc\u00e9l\u00e9r\u00e9 l\u2019adoption dans certaines r\u00e9gions, et ont discut\u00e9 des obstacles li\u00e9s aux co\u00fbts et des risques per\u00e7us li\u00e9s \u00e0 l\u2019augmentation de l\u2019isolation et de l\u2019\u00e9tanch\u00e9it\u00e9 \u00e0 l\u2019air, qui parfois freinaient les actions.<\/p>\n<p style=\"font-weight: 400;\">Pour r\u00e9pondre \u00e0 ces pr\u00e9occupations, nous avons pass\u00e9 en revue les recherches disponibles sur les risques li\u00e9s \u00e0 l&#8217;accumulation d\u2019humidit\u00e9 ou de polluants et les risques de surchauffe dans les b\u00e2timents passifs. Nous avons \u00e9galement compil\u00e9 des \u00e9tudes de cas pour fournir des informations sur le co\u00fbt marginal de ce style de construction. Pour valider ces informations, nous avons organis\u00e9 deux ateliers pour les d\u00e9cideurs politiques lors de la conf\u00e9rence\u00a0<em>North American Passive House Network 2015\u00a0<\/em>\u00e0 obstacles r\u00e8glementaires<\/a>\u00a0et l&#8217;autre \u00e0 l&#8217;<a target=\"_blank\" rel=\"noopener lhea-modal-picture -->\n\t\t\t\t<div class=\"lhea-modal-post_contents\">\n\t\t\t<h2 style=\"font-weight: 400;\"><strong>2015-2016<\/strong><\/h2>\n<p style=\"font-weight: 400;\"><strong>Ce que nous avons fait<\/strong><\/p>\n<p style=\"font-weight: 400;\">Lors du premier forum sur l&#8217;\u00e9nergie nette z\u00e9ro, nous avons r\u00e9uni 82 leaders d&#8217;opinion afin de pr\u00e9parer la transition vers des constructions haute performance en Colombie-Britannique (<em>net-zero energy ready<\/em>).<\/p>\n<p style=\"font-weight: 400;\">\u00a0Pour pr\u00e9parer les participants au forum, nous avons men\u00e9 une s\u00e9rie d&#8217;entretiens et compil\u00e9 les r\u00e9sultats dans deux guides : le premier retrace\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/evolution-energy-efficiency-requirements-bc-building-code\">l&#8217;histoire des exigences en mati\u00e8re d&#8217;efficacit\u00e9 \u00e9nerg\u00e9tique\u00a0<\/a>en Colombie-Britannique, le second d\u00e9crit le\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/path-net-zero-energy-buildings-bc\">r\u00f4le des politiques publiques\u00a0<\/a>pour faciliter la transformation du march\u00e9 vers des normes de performance plus \u00e9lev\u00e9es. En particulier, nous avons discut\u00e9 de la fa\u00e7on dont les code la construction pourrait passer du mode \u00ab plus petit d\u00e9nominateur commun \u00bb &#8212; codifiant les pratiques une fois qu\u2019elles sont fait-accomplis pour la majorit\u00e9 &#8212; \u00e0 un mode \u00ab militants \u00bb &#8212; visant \u00e0 provoquer un changement n\u00e9cessaire, mais pas encore majoritairement adopt\u00e9. Cette transition suivait l&#8217;int\u00e9gration de nouveaux objectifs dans le code du b\u00e2timent pour r\u00e9pondre \u00e0 l\u2019urgence climatique.<\/p>\n<p style=\"font-weight: 400;\">En s&#8217;appuyant sur ces deux guides, le forum a utilis\u00e9 des pr\u00e9sentations pl\u00e9ni\u00e8res, des discussions en tables rondes, des sessions de groupe et un engagement pl\u00e9nier pour explorer une\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/pathways-to-net-zero-summary.pdf#page=22\">proposition de politique<\/a>\u00a0visant \u00e0 la construction z\u00e9ro \u00e9mission d\u2019ici 2030, par deux voies possibles : (1) un passage unique et soigneusement planifi\u00e9 vers une norme de haute performance bas\u00e9e sur les principes de la maison passive, ou (2) une approche progressive o\u00f9 un objectif similaire est atteint sur quatre cycles de code.<\/p>\n<p style=\"font-weight: 400;\">\u00c0 l\u2019\u00e9poque, la Colombie-Britannique \u00e9tait en train de \u00ab moderniser \u00bb les r\u00e9glementations de construction pour harmoniser la \u2018courtepointe&#8217; d\u2019exigences vari\u00e9es impos\u00e9es par diff\u00e9rent gouvernements locaux. Le processus de modernisation du code \u00e9tait, \u00e0 ce moment-l\u00e0, dirig\u00e9 par le \u00ab Minist\u00e8re du Gaz Naturel et le Ministre responsable du Logement \u00bb ; l\u2019action climatique n\u2019\u00e9tant pas prioris\u00e9e par ce minist\u00e8re, ce processus d\u2019harmonisation risquait d\u2019abroger les mesures municipales visant \u00e0 r\u00e9duire les \u00e9missions de carbone des b\u00e2timents. Pour \u00e9viter cela, nous avons travaill\u00e9 avec les gouvernements locaux et fait pression sur la province pour qu&#8217;elle fournisse<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/blog\/british-columbia-needs-local-government-innovation-meet-its-climate-targets\">\u00a0des r\u00e9glementations facultatives permettant aux municipalit\u00e9s de poursuivre des actions climatiques dans un cadre harmonis\u00e9 \u00e0 l\u2019\u00e9chelle provinciale<\/a>.<\/p>\n<p style=\"font-weight: 400;\"><strong>R\u00e9sultats<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\">\u00a0\u00c0 la suite d\u2019une discussion constructive, la moiti\u00e9 des participants du forum a sugg\u00e9r\u00e9 un saut direct aux normes passives, tandis que l\u2019autre moiti\u00e9 sugg\u00e9rait une transition \u00e9chelonn\u00e9e sur quatre changements de code. Divis\u00e9s sur le meilleur chemin \u00e0 suivre, les participants s&#8217;accord\u00e8rent tous sur le fait qu\u2019il \u00e9tait possible et d\u00e9sirable d\u2019adopter un code de construction haute performance (pr\u00eat pour le z\u00e9ro \u00e9nergie) d&#8217;ici 2030.<\/li>\n<li style=\"font-weight: 400;\">\u00a0Le forum a confirm\u00e9 un large soutien pour l\u2019adoption par la Colombie-Britannique d\u2019un \u00ab stretch code \u00bb, une r\u00e9glementation provinciale que les gouvernements locaux pourraient adopter pour exiger des niveaux d&#8217;efficacit\u00e9 \u00e9nerg\u00e9tique plus \u00e9lev\u00e9s. Cela a ouvert la voie \u00e0 l\u2019<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/op-ed\/bc-energy-step-code\">\u00e9laboration du\u00a0<\/a><a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/op-ed\/bc-energy-step-code\"><em>BC Energy Step Code<\/em><\/a>, et quelques ann\u00e9es plus tard, \u00e0 l\u2019<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/op-ed\/canada-energy-step-code\">\u00e9laboration d\u2019un stretch code f\u00e9d\u00e9ral<\/a>.<\/li>\n<li style=\"font-weight: 400;\">\u00a0Les discussions du forum nous ont permis d\u2019affiner une proposition pour l\u2019<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/pathways-to-net-zero-policy-proposal.pdf\">\u00e9volution du code du b\u00e2timent de la C.B.<\/a>\u00a0ainsi que des\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/pathways-to-nz-logic-v4-b.pdf\">actions accompagnantes<\/a>\u00a0pour la compagnie d\u2019\u00e9lectricit\u00e9, les gouvernements locaux, et la Province.<\/li>\n<li style=\"font-weight: 400;\">Nous avons tir\u00e9 parti de cet \u00e9lan pour former une coalition de 160 entreprises et organisations, qui ensemble ont sign\u00e9 notre\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/buildings-declaration\">Appel \u00e0 l\u2019action sur le climat et l\u2019\u00e9nergie dans le secteur de la construction<\/a>, bas\u00e9 sur les recommandations du forum. Nos recommandations ont \u00e9galement \u00e9t\u00e9 reprises par un groupe d&#8217;experts d\u00e9sign\u00e9 par la province,\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/bc-climate-team-members-letter\">l\u2019\u00c9quipe de leadership climatique<\/a>.<\/li>\n<li style=\"font-weight: 400;\">Dans son plan climatique suivant (2016), la Province a r\u00e9pondu \u00e0 cet appel et a adopt\u00e9 une cible pour la construction pr\u00eate pour la z\u00e9ro \u00e9mission d&#8217;ici 2032. Ce fut, selon noter analyse,\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/blog\/bc-buildings-climate\">le seul engagement climatique de substance de ce plan<\/a>.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>O\u00f9 nous sommes all\u00e9s ensuite<\/strong><\/p>\n<p style=\"font-weight: 400;\">\u00a0Nous avons soutenu le d\u00e9veloppement de la norme Passive House pour l\u2019\u00e9laboration du code;<br \/>\nNous avons continu\u00e9 \u00e0 conseiller sur le d\u00e9veloppement du\u00a0<em>BC Energy Step Code<\/em>\u00a0\u00e0 travers les diff\u00e9rents comit\u00e9s form\u00e9s pour concevoir cette r\u00e9glementations.<br \/>\nUne fois que le\u00a0<em>Energy Step Code<\/em>\u00a0a \u00e9t\u00e9 lanc\u00e9, nous avons rejoint plusieurs entreprises et organisations \u00e0 but non lucratif pour mener une\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/media-release\/local-governments-urged-step-it-energy-efficiency\">campagne<\/a>\u00a0incitant les conseils municipaux \u00e0 adopter les niveaux sup\u00e9rieurs.<br \/>\nNous avons fait pression pour que le\u00a0<em>BC Energy Step Code<\/em>\u00a0passe des crit\u00e8res \u00ab neutres en termes de combustible \u00bb \u00e0 des\u00a0<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/reports\/green-buildings-infographic-2018.pdf\">crit\u00e8res d&#8217;\u00e9missions de carbone<\/a>, ce qui a finalement conduit \u00e0 l\u2019<a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/joint-industry-letter-bc-municipal-councils\">\u00e9laboration du\u00a0<\/a><a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/joint-industry-letter-bc-municipal-councils\"><em>BC Zero Carbon Code<\/em><\/a>.<\/p>\n<p style=\"font-weight: 400;\"><strong>Plus d&#8217;informations :\u00a0<\/strong><a target=\"_blank\" rel=\"noopener noreferrer\"\nhref=\"https:\/\/www.pembina.org\/pub\/pathways-net-zero-buildings-bc-policy-proposal\">site web\u00a0<\/a><\/p>\n<p>&nbsp;<\/p>\n<div class=\"ast-oembed-container\" style=\"height: 100%;\"><iframe title=\"Pathways to Net-Zero Buildings in B.C.\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/I-9fI5rjbAk?start=8&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer;
